He doesn't look like to have had enough intense fights and training in those 10 years to attain such a level.He looked country to continent level at best to me at the end of the manga.Only explanation if he would have gone through a ultimate power up in The Last.

The only people who are comparable are adult sasuke, JJ Hagoromo. Though no one isn't anywhere near Kaguya's DC. Too bad, She was numbnuts.

I'd argue she is weaker than JJ Madara since she seriously lack skills.She only soloed him because he let his guard down.He would have won most of the times if they fought many times.That is until the skill margin Madara has would probably disappear due to Kaguya gaining enough skills to compensate.
