How strong is Mei?

Mei has pretty tricks but she can't control/manipulate them

Her boil release has to be used indoors (I've debated so much on it it will not work outside it will just evaporate)
Her lava while powerful doesn't carry enough range and is easily avoidable cuz even Karin was able to dodge it...

She's just a person with cool moves but needs to develope more control over them there r better suiton users out there but she's good in tht

She is a low Kage level. I do not know why people keep saying she is really weak. She has great genjutsu, has an immunity to lava, and can use boil release, which melted Susano'o ribs. She is top 25 easy.
