How strong is Mei Terumi? Can she beat these people?

I used to Mei was top 25 just behind Tsunade but the more I think about it shes not that strong. Sure her Lava and Boil release are quite OP but its that impressive in the end.

I used to think the following characters were weaker than Mei but Im currently viewing them as stronger.
Can she beat these characters/how well will she do against these characters?

Might Guy
Kisame
Konan
Hanzo
Sasori
Deidara
Kakuzu
Hidan
Third Kazekage
Fourth Kazekage

Kakashi - Wins Mid-Diff
Might Guy - Wins Mid-Diff
Kisame - Wins Mid-Diff
Konan - Loses Mid-High Diff (Without 600 Billion Tags)
Hanzo - Loses by Feat but Wins by Hype (even though the sanin he beat were nothing compared to there most powerful forms)
Sasori - Wins Mid-High Diff
Deidara - Wins Mid-Diff
Kakuzu - Wins Mid-High Diff
Hidan - Loses Easy-Mid Diff
Third Kazekage - Wins Mid Diff
Fourth Kazekage- Wins High Diff

All the Mid diffs were unintentional. Its odd.
