i assuming that he is top teir if hisoka puts him at a 95 on his scale when the zodiacs were lower and i also think the scale goes from 1-hisoka like people whos nen and psychical abilities can kill him

I'd say he's slightly weaker than Hisoka, but definetly on the same level as him.
