How strong is kakashi?

It's been a while since I've read the manga, so I've kinda forgotten how strong kakashi is. As far as I can remember, he didnt have any big time abilities, other than his mangekou. So, is he the weakest hokage of all?

He is one of the few most skilled shinobis in NV...! yes he lost the sharingan and doesn't have any big bang powers but he can still troll any shinobi in NV, that's how skilled he is...

Taijutsu: Remains same
Strength: Remains same
Stamina: Increases significantly
Intelligence: Remains same

He got extra stamina in exchange of his MS and retains all his abilities except Kamui and Sharingan precog...
