How strong is Kaguya without eating fruit?

I was wondering how strong is Kaguya before eating the fruit? The fruit is what made her a Jinchuuriki and gains Rinnesharingan.

Kaguya had full control of her body, while Madara couldn't control his body thanks to Black Zetsu, not really a fair comparison. We don't know what Black Zetsu did to stop Madara from being able to do anything.
