That scan you posted shouldn't change the way you view hiruzen at all. Being called the "Best" shinobi doesn't mean your the strongest, Take hashirama calling itachi a better shinobi than himself.

Being a "better shinobi" can simply mean they achieved more in their life, Such as creating the village and it's shinobi system and so on. It's no shock that they view the people that founded the leaf as the best shinobi.

Considering that he was repudiated as a proverbial "God" among shinobi and attained the moniker "The Professor" and is "said" to have been the strongest Kage of his era i would have to say he pretty strong I can't place him but I would think he could defeat tsunade if it were not for her regenerative abilities, and I believe that he could defeat Tobirama. But as far as Hashirama and Minato is concerned he gets defeated despite his hype as I have not seen anything to support the notion that he could defeat FTG, sage mode( Hashirama), or any Mokuton techniques besides "deep forest emergence" which he defeated with Enma.

All in all I think he would have beat Orochimaru if it were not for Edo Tensei

for this situation we really shouldn't take what he said into account but rather the way he said it...the tone of hashi when addressing the itachi thing was pretty much playful and we all know that he was joking..but in this case we see this guy addressing hashi and tobirama as being the best in a serious tone...
