EMS Madara stated that he isn't on the same level as Hashirama and himself.

He scared Sasuke with his chakra so he can't be that far off, and add to that his S/T ninjutsu puts him on the same level as the likes of Minato.

5, maybe 4 as a stretch. It's highly unlikely he's minato's level when minato can use shadow clones too, and is better than him at FtG + has summoning. Itachi and sasuke should be self explanatory.

Number 3. i think tobirama is alot more powerfull then people believe hashirama praised orochimaru for controlling tobirama but yet the the 3rd and minato couldent do wat tobirama did it shows tobirama is on another lvls compared to the 3rd and the 4th
