They were given the title 'sannin' by Hanzou, so they must have been strong to be acknowledged.

The Sannin were still young at the time. They werent at full potential but he did beat them. id say at his best he was low kage Level and to be at low kage level is an accomplishment in itself. better then srank tho IMO
