Naruto was born with the capability to have Bijuus sealed inside him just like how Sasuke was born with the Capability to awaken the Sharingan which can control Bijuus. Neither one of them were born with Bijuu or Sharingan but Naruto did have his Bijuu about 6 years before Sasuke awakened his Sharingan.

Not everyone can contain a Bijuu, Bee's cousin wasn't compatible and neither was his father or uncle. The only 2 Uchihas who became Jinchuurikis both had Hashirama's cells in them which boosted their physical energy. Naruto's mother was a Jinchuuriki so Naruto was around Kurama's chakra all 9 months in Kushina then got Yang Kurama. Naruto's base would just be stronger if he was never made into a Jinchuuriki; he acted out for attention and because he knew the villagers hated him for some reason; they wouldn't hate him if he wasn't a Jinchuuriki and would treat him basically like how they treated Konohamaru in part 1. Konohamaru had a personal elite Jounin teaching him long before he was in the ninja academy, you don't think the 4th Hokage son wouldn't relieve similar benefits if no one hated him? Naruto failed the Academy final test 3x because of his poor chakra control due to having Kurama so if he passed on the first try then he would have been a genin before even Lee/Neji/Tenten who were a year above Naruto's group.

Yes, Naruto did use Kurama, but not because he had too. Naruto realized the shin's were nothing but misguided orphans and it would be more beneficial to everyone to make them his allies -

Eh, at the time I responded to this post, I wasn't considering Base Naruto with feats from The Last onward. If we're going by that (One-handed Rasenshuriken in Base, which he can throw in complex ways and catch), then I'm sure Base Naruto is High Kage level.

In the Manga, I would consider Jiraiya to be mid-Kage level, so probably stronger than the "Base Naruto" of Ch.699. Sage Mode Naruto surpasses Jiraiya, though.
