Edo Jinchuuriki? They were modified past their original strength. I'd say equal, depends on who they're fighting (everybody has a bad match-up).

When they were alive, Yagura was the strongest simply based off of the fact that he was the only perfect Jinchuuriki.

All of them must have been close to Kage level due to their raw power. No doubt Yagura and Roku must've been top 2 since they were the closest thing to perfect Jin.
