Jiraiya has a boss level skill set that is very versatile and is practically a nightmare to deal with for MS users.

Amaterasu? No problem. Enhanced SM reflexes + Fire Sealing Method.
Susanoo? How about Swamp of the Underworld to trap + Frog Song?
Tsukuyomi? Well, shit, son, Jiraiya has Ma and Pa for his eyes and ears and can use SM to sense, i.e. can close his eyes if need be.

Jiraiya is terribly underrated at times.

Even IF Jiraiya truely doesn't have any sensory due to being an imperfect sage, he has Fukasaku and Shima on his shoulders, whom are perfect sages. They taught Naruto, Minato and Jiraiya how to become sages. And they are the toad elders themselves. If you don't think Fukasaku and Shima are sages, then you're kidding yourself. It shouldn't have to be manga text fact that they are perfect sages. They are TOADS trained under the prophecy toad himself. So yes, they can probably sense FOR Jiraiya and let him know. Only reason Jiraiya got snuck up on was due to plot, seriously, there's no other reason. Jiraiya had to die for Naruto's development. So Kishi had to make it happen.
