sasuke might have gained the power to spam a version of insangi/ insanmi and the lost is a ring of tomoe per jutsu eye like tomoe check the spoiler pics he used his tech three times and each time he loses 3 tomoe until he was left with regular rinnigan my guess is in order to escape the attack of naruto and sasuke madara used a weaker version of rinnigan/ insangi and his eyes might revert down to ems which he will be out of limbo for some time as his eyes recharge and sasuke is out of his extra insangi spams

I agree, even if it was to return back to the the regular 9 tomoes it'd still be kind of lackluster.
