First of all, why would he apologize to the guy who tried to kill him?
Second it was a death match, Ay should be grateful he got saved by Gaara.
Thirdly, Sasuke is the reason anyone is still around after Infinite Tsukuyomi along with Naruto.

yeah apologizing just isn't Sasuke's style. even when he apologized to Karin and Sakura, it felt completely forced and not genuine at all XD
Sasuke probably just avoided Aye like the plague. Not because he is scared of him, but because he doesn't want to have to kill him and start another incident between the Leaf and the Cloud
....then he captured the bijuu, declared he was going to kill the Gokage, and become the worlds only and most powerful villain. If Naruto hadn't beat him and changed his heart. The Gokage would be dead, the world would be in a state of constant fear, and Sasuke would probably be the new Juubi Jin.

Lmao, then most Shinobi need to have been punished including some of the Kages. The Sand, and Sound teamed up with Orochimaru to invade,and destroy Konoha, including Kazekage Gaara.
The Tsuchikage has been Kage for decades, including during multiple of the world wars where small countries such as the rain was used as a battleground. He along with the Raikage admitted to using the Akatsuki.
The Raikage also sent grown men to sneak into Konohs to kidnap Hinata,etc.
