Wrong. Cells do not carry chakra nor did Madara use his cells in that way. Madara made it so that Hashirama's cells would live on and merge with his own, thus combining their genetics and bringing out a new chakra. Sasuke's *** cells carry no information about the Rinnegan in order to pass it down. If it worked like how you thought then both Hagoromo and Hamura would have the same chakra/powers as their only parent with chakra, Kaguya.
