The problem is that, aside from Edo Tensei, we really have no idea what Orochimaru is capable of WITH arms. Almost everything we've seen from him is while he was armless and could only use his body mods and snake-based abilities.

And even then, with just his body mods and snake-based abilities, he has shown the ability to go toe-to-toe with any Kage-level ninja.

So...

Armless Orochimaru: Top 20.
Peak Orochimaru w/o Edo Tensei: Top 10?
Armless Orochimaru feats w/ Edo Tensei: Top 5.

he's fodder compared to Itachi Tobirama Minato etc but he still beats ninjas like Kiba Shino Neji (though this one is debatable)
I'd say he isn't much weaker than Tsunade though Jman beats both with mid diff

He's overrated , he only has Edo which is not as strongest Kabutos , come at me .

& Until i see him use his hashi DNA , mokuton or whatever , I'm not counting those feats .

I don't understand your reasoning.

1. With arms he has Edo Tensei, giving him access to the power of multiple characters that are in your list all at once.
How does someone like Naruto beat the combined power of Orochimaru, Hashirama, Tobirama, and Minato? Or how about the combined might of Orochimaru, Trollkage, Muu, and 3rd Raikage? Orochimaru also had access to Madara.

2. Barring Edo Tensei as a factor, you're almost entirely basing your view of Orochimaru's power based on his armless feats. If you'd like, you could name 5 jutsus that we haven't seen him use without arms.
