How powerful would Naruto be if he wasn't an Uzumaki?

What if Naruto was an shinobi with no special lineage that allowed him to perform multi-shadow clone Jutsu, be a competible host of Kurama, and be the vessel of Ashura? Minato banged some other woman.

Basically, how much would it affect his skills? What tier would he be on?

Furhermore, obviously it would still be completely up to the author's mind.
