Since there's no Ki in the NV we'll have to bring him into the fold of the NV by finding equivalent jutsu, natures, chakra reserves etc. Since he's human we have to take that ibto consideration when transitioning him to the NV so here's what I've come up with.

1st. Destructo Disk's equiavlent would be Danzo's wind shuriken jutsu it fullfills the criteria of shape and slicing.

2nd. Solar flares equivalent would be Cee's lightning flash pillar jutsu which fullfills the criteria.

3rd. Kamemhameha and blast's equivalent would be the explosion release Kekkei genkai with form manipulation he could do all sorts.

4th. Fart technique's equivalent would be Naruto's fart technqiue emplyed against Kiba.

5th. Sensing's equivalent would be Cee's/general sensory technique

6th. Ki supression's closest equivalent would be Karin's chakra suppresion jutsu.

7th. Fligh technique's equiavlent would be Ohnoki's ultra light weight rock technique.

8th. Krillin's speed would be a combination of the body flciker and Ohnoki's light weight technique allowing for superhuman speed feats.

9th. Krillin would likely possess Ohnoki's heavy weight jutsu to make his strikes stronger or CES.

10. Thaijutsu due to his short limbs would be near non existence.

11. Chakra Krillin wasn't noted for having large Ki when up against monsters so for that reason he wouldn't have monstrous chakra reserves. Although for arguments sake we'll give him large chakra reserves equal to Naruto's(4 times Kakashi's).

12. Intelligence wise he's not the brightest spark so we'll give him Naruto level in that.

So in conclusion Krillin would have at least 4 chakra natures possibly 5. They are Yin release(flash pillar), lightning release(flash pillar), Wind release (Shuriken and Fart jutsu), Earth release (heavy weight and light weight jutsu), possibly fire release due to Explosion release(not sure of elements). He'd be able to blind opponents, move really fast, fly and generate strength, become stealthy, sensory ability. Have Wind release and explosion release for offensive ability.

Based off of all of that I'd put him at Mid Kage level. He comes short only because of his intelligence otherwise he'd be high Kage level.
