We all know it is ridiculous to compare the scores in databooks. Naruto had a score of 14.5 in the 1st databook. Neji scored a 21. Can you remind me who won their match in the chunin exams? Man I can't remember...

I'd say he'd be about Neji's level and ironically he resembles Neji a bit in both appearance and skills, which was why I theorized the Yuki were descended from the Hyuuga.

His ice mirror jutsu was one thing, but he was quite fast, powerful, skilled and accurate.

His needles were precise, fast and could hit vital parts all over.

He could make signs with one hand, which even Kakashi had never seen before.

Zabuza claimed almost no one could match his speed.

And his taijutsu and physical strength weren't too shabby either.
