Kurama said that Sasuke can't cast jutsu while abosrbing chakra with preta path, he also hasn't used all the paths yet, when he gains full mastery of his rinnegan where will his level be?

Above Naruto?

Above Madara?

Naruto's powerup didn't have a learning curve, Sasuke's does which gave Naruto the edge over him,

He's above JJ Madara and below RSM Naruto with the same upgrade, but I'd say he's overall a bit stronger than he was at the VoTE. On one side, he has great increases in speed, strength, skill, and chakra in base in addition to the Six Paths techniques (possibly Limbo as well). The only issue is if his current Susano'o can match the boost that the bijuus chakra gave him at the VoTE.

Considering Sasuke would be weaker than he was at VOTE, Naruto would be stronger than him due to the fact that he's actually stronger than what he was in the VOTE. 100% Kurama and years of training would put him above Sasuke at the VOTE.

3 Eyed Madara

He'd still be significantly weaker than Madara due to the fact that the scale of Sasuke's Rinnegan Techniques are a joke compared to the scale of Madara's Rinnegan techniques. The strongest thing in Sasuke's Arsenal would still be PS even with a mastered Rinnegan and Madara could get by that just fine.

Are you forgetting he only used 1 major jutsu with the Bijuu's Chakra, which was Indra's Arrow?

Even if Indra's arrow may be stronger than anything in Sasuke's arsenal it is a one Jutsu move. With full Rinnegan he will definately be more versatile than he was at VoTE.
