Assuming Neji got a Curse seal of Heaven or Earth. And he used 1 of his 3 elements to compliment Gentle fist like Katon or Futon. I'd say he be around or slightly below Begining of shippuden Sasuke

Are you saying Naruto/Sasuke weren't Jonin level @ the start of Shippuden? Neither were in the Village to obtain those ranks.

No im saying that Current Neji could have been as strong as or stronger than SOS Sasuke. People underestimate him since he was given no screen time in part 2. I also believe that he could have been stronger than beginning of part 2 Naruto without Kurama influence because all that was shown that Naruto learned after 2 years was how to create a bigger rasengan.
