How Powerful was Tobirama version of Edo Tensei?

while it wasn't as perfected as orochimarus or kabutos i believe it was much more effective as tobirama more than likely reanimated his dead comrades and they willingly helped thus making the techniques he developed for ET super effective. i mean his protocol attack was OP as f*ck as long as you aren't an indra or ashura reincarnation

He only got it to work on the most fundamental level before banning its use.

It's implied that all he could do was summon them, and that Orochimaru was the one who developed the controlling talismans.

So essentially, his version was only useful in battle if he could summon someone who was already an ally.

Wiki says this, although it looks like BS to me, I never read this in the manga:
"Although Tobirama was the technique's creator, his usage had two flaws: the reincarnated souls were not as powerful as they were while alive and he could only control so many at a time.[4] Orochimaru is stated to have mitigated both flaws somewhat, but it is Kabuto who entirely eliminates them, perfecting the Impure World Reincarnation to such a degree that the reincarnations are practically as they were during life and he can control as many at a time as he wishes to, resources permitting."

Tobirama's Edos are too weak to be a factor in a fight by themselves but he can use them as walking bombs due to GKF.
