Probably very op considering they were a shinobi when being a ninja really mattered and was all about survival and extreme danger. But I doubt Kishi will ever show us how powerful and what techniques the other Kage used.

Well being the first ever leaders/founders of a village I believe they would have to be very powerful, like between BM Minato and High Kage Level.

Who cares what they can do? The only one we know anything about is the first Kazekage, and him using Bee's is filler anyway.
