They obviously are in top3 Konoha, that should be obvious
While this is true of Konoha.. The Leaf has really been raped of it's powerful Ninja. I still say they're low Kage level. No where near High, if you really want a reason for me saying this.. Well look at the past Hokages. Look at any of the past Kages really. They were all hella strong for the most part.
