Probably not OP. Copying tons of techniques doesn't really do anything if you never use them. Like Kakashi, who apparently copied a thousand.

If Itachi didn't take the Curse Mark, Orochimaru would have taken over Sasuke's body, since he didn't have the chakra to suppress him.

Depends on the techniques. If they aren't stronger than his own techniques, then there wouldn't be much point in using them.

Having a wide variety of skills is always good. For example, i'd rather have 15 different techniques then 1 or 2 powerful ones.

You're forgetting Orochimaru, the man who did countless experiements on many people,and had knowledge of many clans, and knows all about Hashirama's cells, which he used to power up Danzo so he would be able to handle 10 Sharingans plus Shisui's MS (Kotoamatsukami).

There's no way he'd let Sasuke become blind.
