Hell no.

Kamui requires a stop in the other dimension, so it's not instantanteous. It also has a slow start speed, enough for minato to escape from and still takes three-5 seconds for his whole body to warp

He would probably only lose to Juubi jins or anyone who could blitz him before he realizes. I would still place Kumai over it since Kumai can warp other things, unless your saying Minato can warp others also without seals.
