Yes I know how Kirin works, what you're suggesting in the Op is Sasuke controlling the weather which would allow him to make unlimited Kirin, which would be to op. Doubt he'll be able to do that.

There is alway weather or rain when sasuke kill dediara,itachi ,sasuke carnage and when sasuke defeated naruto in a battle.Maybe sasuke emotion can influence the weather changes
