If he were that young, that mean the Ōtsutsuki Clan is very much alive and still popping babies out there in one of them dimensions.

Why would Toneri be on the moon at such a young age unless he was dropped off there.

Toneri is the sole survivor, that's why. It was never explained how they all but him died. You're implying toneri is somehow immortal, which was never stated or implied in the movie.

otsutsuki clan was said by momoshiki that the clans specialty is to use chakra, gaining strength, retain youth, and long life by ingesting it. I'm assuming it's the chakra that makes them young like Tsunade. He could be around indra and asura's age.

It's possible the clan sacrificed themselves so Toneri could live longer I think they did give up their byakugan eyes to create that tenseigan weapon
