It's possible Neji is able to close the tenketsu leading to the eyes and block the supply of chakra to it. Ultimately leading to no use of Byakugan, Sharingan or Rinnegan.

The only issue is that he need to be in close range. But anyone foolish enough to even attack him head on first will probably regret that decision.
