Naruto's tnj is legendary and has worked on nagato and many others. But how does his words reach people so deeply and change their minds? Some may say he uses good logic, or plot, or he has magical powers but the answer is very simple.
He doesn't shut up. He's full of wind release chakra which molds itself into hot air that's spewn from his mouth using small words and sentences as s-rank jutsu to manipulate the minds of others In a similar manner as kotoamatsukami. How does this work mechanically though?
The hot air is made up of carbon dioxide which is harmful to brains without oxygen to negate it. Because naruto doesn't shut up people inhale more carbon dioxide and it depletes their brains ability to function properly thus because of the lack of oxygen and massive intake of CO2 they are rendered dumbfounded and more prone to going along with naruto's verbal ninjutsu just so he'll shut up.
It follows the same reasoning as saying something 1000 times and people will believe it to be true even if it isn't.
