Naruto already possess chakras of Eight Bijuus.
Why Juubi Chakra Mode?
Because all Naruto has is the chakra portions of all the Bujuus except Hachibi's. Otherwise he could have had activated his newly developed power. But he couldn't because of absence of Hachibi's chakra.
Now how he will obtain it?
The two things Naruto still does not have is
Kyuubi's other half
Hachibi's chakra
Kyuubi's other half will be obtained by Minato. And I assume that this part will be in the end when Minato will think as the best time to hand over it to Naruto before getting sealed.
For Hachibi's chakra
Hachibi has the FTG marking on his tail. At some point Minato will use this chance to try to protect Hachibi from getting sealed. But could not. So Hachibi will hand over his some portion of chakra to Minato while in contact.
So when the time comes for Minato to hand over other half of Kyuubi's chakra to Naruto, he'll hand over both the chakras.
Also, Naruto will get the complete chakra filled body of Kurama.
So there will be battle between Obito ( having Juubi's body and the chakra of all the 9 Bijuus ) and Naruto ( having Kurama's body and all the chakra of 9 Bijuus ) and Sasuke ( having Susano'o shielding the Kyuubi to fill the gap of difference in Juubi and Kyuubi )
