There's no way some gaylord like Kawakii could hold Naruto's jock. Kishimoto spent the entire Blossom Spring manga polishing Naruto and Sasuke's balls with praise and then this happens? The only excuse I can think of is Naruto-sama stepped away to investigate with Sasuke or baited into getting hurt to save Hinata or something. There's no viable reason this village should be in this state.

TL;DR - Blatant cash money grab to sell more manga and keep the series rolling

I don't know man. With all that Hashi's DNA laying on the floor from the 4th war arc, Madara's batcave with hundreds of sharingan, and human experiment is advancing...I think it is possible to cook up a character designed to weaken Naruto or seal him away.

Just think about it, with the new ninja tool, anyone haves access to pretty much every technique there is without the need of using chakra/chakra control or have blessed genes. Everyone can pretty much make a Rasengan that took years for the 4th Hokage to master. Kawaki is definetly a lab rat created with the new immersive technology.

Besides the people 'is' the village. As far as I can tell, no person in that scan was shown laying down dead, just Boruto and Kawaki. Naruto's ideal also didn't fail, considering Kawaki isn't a part of the Shinobi World/System.
