Hello, I don't know if this was ever addressed or not nonetheless enjoy.
So way back when during the 5 Kage Summit Arc, Naruto and Sasuke were fighting and just as their Rasengan and Chidori clash, they go into this White space/self-conscious zone.
So how did they get into this weird zone?
The answer is simple and considers two factors:
Firstly, regarding Ninshuu, let's go back to what Madara told us about it.
As each of their Ninjutsu moves were colliding, their spiritual Energy also connected with one another thus taking them to that White Zone Mentally.
Or in other words, each one of them still used their Chakra to shape their Ninjutsu moves;
However they also used that Chakra to connect with one another as it was meant to be.
This was hinted/foreshadowed by Kishi long ago back during the Fight at Valley of the End.
Specifically, Sasuke was indirectly describing Ninshuu in a way.
Sasuke even explicitly asks Naruto-
Of course it's not word for word as Madara described it, as the saying eventually altered over time as people continued to knead their own physical and spiritual Chakra for Ninjutsu.
Madara then goes to indirectly hint towards the fact that he connected with Hashirama and they still couldn't truly understand one another despite being friends.
The whole point of that White Zone conversation revolved around Naruto and Sasuke retelling their emotions at that time through a Ninshuu like ecstasy.
Also, they had a similar White Zone moment back at Valley of the End as well.
Coincidentally, it was also when their Chidori and Rasengan clashed and emotions were spiritually exchanged.
First Scan their Moves Clash
*Chakras are then used to connect one another spiritually*
*Their feelings are exchanged, fulfilling the original purpose of Ninshuu*
Now the second point is rather short and simple.
Naruto and Sasuke were transmigrates of Ashura and Indra, respectively.
Because they were the Yin/Yang to one another, naturally they would connect with each other.
This was shown through when each one met Hagoromo, and were taken to another similar World.
Hagoromo also mentions that he meets "Transmigrates" like Naruto and Sasuke via this same medium.
Or in other words, the Mental World (bottom left for first image)
Naruto even goes to say how he experienced connecting and feeling Indra's presence within Sasuke back during the 5 Kage Summit Arc.

TL;DR
- Naruto and Sasuke met in that White Space through a form of Ninshuu
- They used their chakras to connect their spiritual essences
- Kishimoto foreshadowed/hinted indirectly towards the Ninshuu concepts back at Valley of the End
- And the fact that they connected being the Transmigrates of Ashura and Indra
- This easily connected them, as Hagoromo showed meeting each one in the same world albeit different locations simultaneously
