i think he gave em something or created the situation to awaken it coz we didn't see it till his parents were dead coz some1 having the rinnegan is a pretty big deal this could be proven to how he almost lost his life trina get it from nagato's body

Sheesh, just be patient. As of now, we do not know for certain how Nagato got the Rinnegan. Most likely, it'll be explained in a future manga chapter.

Tobi told Konan that he was the one who gave Nagato the Rinnegan.

Of course, we don't know if he is telling the truth but thus far there is no way to disprove it either. For now, we just have to wait until Kishi explains this in the future. I'm pretty certain we'll find out more about Tobi in future chapters.
