It's hard to say. The kyuubi right now deflected 5 TBBs with one of his own, and is holding his own against the juubi with the hachibi. And yet in the flashbacks with Madara and Hashirama, the TBB it uses seems to be on a similar level to the one we're seeing in present time.

I'd say less than half as strong. He is missing his Yin chakra, which is half his chakra. When he gets it back he will have more than just increased chakra, he will also have possible access to new abilities.

oro was a living thing, but even after being ressurected from a cm, that was made long before he fought hiruzen, he still couldnt replenish his arms.
