With 1 being how easily Luffy took out Alvida, and 10 being how he struggled against Crocodile, I'd say 3-5, or at least I would like to. I guess Luffy being a contact based fighter could make it vastly more difficult for him to beat Smoker than it is for others who are presumably on the same level as him.
I give Smoker a 7.

OT: Current Smoker is a 9, so he would at the very least lose high difficulty against Luffy(I think it would be extreme difficulty). Where you're currently at, they are both a 10 meaning they are more or less equally strong. However, because Luffy had no means of hitting the likes of Smoker at that point(like Zoro vs Enel), he would lose every single time. I do think Luffy improved at a slightly faster rate after the Enies Lobby arc and beyond.
For people up to date with the manga
Smoker vs Law: You could replace Smker with any of the M3 at the time Smoker fought Law and they would have put up a worse fight than Smoker because at that time their knowledge of Law's abilities were worse than Smoker's. Smoker was also a second away from defeating Law, but ultimately he lost because he didn't know enough about Law and his hax. Now that he actually fought him and knows what he can do, Smoker would obviously perform better than last time and probably be able to beat Law.
Smoker vs Vergo: From the panels we saw, Smoker was not touched by Vergo even once and got in 2(or maybe 3, I forgot) hits on Vergo. Smoker then went on to using a losing tacting because he was indebted to Law and promised to get his heart. Oda did not portray Smoker as weaker than Vergo but he left it ambigious, meaning fight could go either way between them.
Smoker vs Doflamingo: He did not have his jutte, which grealy helps against devil fruit users and the fight was off paneled so we'll never really know how much of a fight Smoker put up. Neither do we know if Smoker is aware of DD's abilities and we've seen how you end up if you aren't with Sanji.
Current Luffy can easily beat current smoker. I'd say on a scale of 1 - 10 with 1 as lowest and 10 as the best. Smoker is below 5. I'm not underestimating Smoker but come on guys.... Smoker got beaten up by them (no name since Spoilers not allowed) so Luffy is too much for him.
Yup! Smoker is being underrated by a lot of people because he's fought some incredibly strong characters, people fail to recognize this. Keep in mind that anything below a 7 is never going to be even close.Except for Mr. Outside, is everybody here judging from 10 being the highest diff??

Half the time in OP you end up fighting people whose abilities you are unaware of. You have to improvise. As a marine vice-admiral he should be used to such situations.
Also when you consider law's fruit there is no inherent advantage when you are fighting against a smoke man. But law was able to keep up with smoker physically.

Nor how much of a fight Smoker put up against ____.Come on dude, all doflamingo did against smoker was move his hand from up to down and smoker lay curled on the ground. Even Sanji was able to tank a stronger hit from Doflamingo. Being a named attack and all (the five colored lines or something).
