The natural order of things is that genes strength wain as each generation passes and this is no different in the shinobi world. We've witnessed the average shinobi of Naruto's generation remark the level of power their predecessors possessed.
Now I'm always one to bang into people the importance of skill and talent over power but the line will inevitably drawn when the "power pool" gets so diluted that chakra becomes too weak to make viable weapons out of. With the coming of the new generation, this is becoming clearer. Not taking into account external enhancements and power ups, we can see the inherited normal Rasengan size is getting smaller and smaller.
