here's hiei manipulating black flames
when hiei was evil his plan was to turn everybody into low class demons and control them, very similar to tobi and madara's infinite tsukiyomi.
there is also a possibility that tobi has a third eye on his forehead, he has a headband thing similar to tobi's that covers his forehead
maybe when tobi does the infinite tsukiyomi the eye on his forehead will open maybe resembling the juubi's and everybody will be under his genjutsu
