It Depends on which techniques/jutsu would work on Frieza.
But i would say current Madara w/ both of his eyes, current naruto and sasuke.

Im very skeptical of Kaguya as far as power...... I'll say The Rikudou would be very end of DB Goku lvl when he's an adult. Kaguya.... I can't say until I actually see things....
