I don't think Naruto was aware he could fly at that point in time. But I guess that wouldn't have stopped him from doing it in the spur of the moment. But there is another time where Naruto saved Sasuke from burning, or rather Sasuke used Naruto to teleport to to stop from burning in the lava. (after Kaguya shattered his PS)

I honestly thought that Sasuke's idea of being Hokage was going to be something that has a few legitimate pointers, but in this chapter he just proved that he is an arrogant child that hasn't learned anything.

He wants to become his brother but doesn't understand what his brother believed in.

I guess that is the point of the fight, Naruto has to knock some humility into Sasuke.
