Its weird seeing some people believe Naruto characters can one shot anyone from other Anime verses that have superior feats than NV char.

If that possible I can say Charles Xavier(Prof X) can one shit many people including Goku given how potent his mind control power was.

When Kotoamatsukami's user use that technique once, the eye entering cooldown period that is a decade before it can be use again.

You want to look it in different ways but it still the same. When eye in cooldown time, the technique cant be use.

Xavier can shut people's minds off. I would side with him too most of the time.

In my opinion destruction or physical feats at the end of the day don't amount to mental and conceptual attacks.

You need to consider other aspects one character carried like nigh-omnilock, manipulation resistant etc.

Multiverse buster can be immune to a manipulation at certain level. Kotoamatsuki of Shisui is not that strong to kill Higher level being, it just controlling them.

What if that Multiverse buster is immortal also. How Koto help Shisui in defeating him?

That was on the bird though, if Shisui used it it would be more like once every few weeks or something. He definitely couldn't spam it though cause I remember him saying he didn't use it on Danzo so that he could use it the Uchiha.
