I believe he can make an unlimited batch of clones at a time. I mean theres absolutely nothing holding him back from doing so as long as he has unlimited chakra. The only reason why he summoned 25 against the Five Kage is because they were boasting of their strength in a 5v1 battle. So he made 5 clones for each Kage in order to even up the battle a little more, or at least in his favor. So 25 is definitely not his limit, its just the number he chose for that particular moment.

He can make an unlimited amount, however his base chakra levels are divided each time. As he has infinite replenishment, he can go on dividing his chakra for ever. They could never reach zero chakra because he gets it back.The downside is that these clones will only have a minute amount of chakra, but that really doesn't matter when you can make an sclabilion of them.

Here is what I think. Unlimited means he simply regenrates the chakra he uses. Now we all know how big Madara's reserve is. He was born with the strongest chakra in the Uchiha clan, later on he added some Senju dna. After that Kabuto modified him to perfection. No one really can imagine how big his tank currently is, but thats not the point.

Madara's reserve stays the same so he's probably capable of creating 1000 clones with Susano, so what I'm saying is, he divides his chakra into 1000 pieces. These 1000 clones are hardy any stronger than the 25 he made against the Kages. Do you get my point?

I will now show why Madara is unstoppable if you give him time.
After every interval his chakra regenerates so my question is.
What happens if Madara focus 100% on one clone each time? He will create an Elite monster Army. Each of those clones may be Kage level or higher.

His so called unlimited chakra makes him able to do how many clones he want, just not at once.

His chakra is always now in 100% which does not powerup his abilities but rather makes him able to fight an eternity without getting tired, so if he creates his former limit in clones he will still have 100% in his main body, so he can create that number again and again and again and again.

So this does not mean that he has unlimited chakra so he can create a sun large fireball instead he can do his normal jutsus how many times he wishes without tiring.

To make clones, he has to share his chakra evenly among the clones, and the more clones he makes, the less chakra they get so if he makes 1000 then maybe they will have so little chakra that they wont be able to use susanoo or other OP techniques, at least not for too long. So its pointless to make so many.
