Lets assume that he has all 9 beasts, not sure if he does, lets say he does

Now he has 4 shapes we have seen to my knowledge, Finger rasengan using cloak to form,normal, big, planetary, thats 9*4=36 now we have to assume he can implement sage chakra into them and that makes them different forms, that makes it 36*2=72 forms of rasengan.

You need to understand, its not quantity of Jutsu, its quality. Naruto's rasengan is a stronger level technique than chidori, which btw is basically Sasukes form of Rasengan, he does have fire jutsu true but that is because he was mentored by his father, whereas Naruto had only Jiraiya, B, Kakashi and Iruka to teach him as mentors. Sasuke had Iruka,Itachi,Fugaku,Kakashi,Orochimaru,Obito

Naruto learned 3 techniques from 4 of his mentors
Iruka - Gonna put shadowclone here even though he technically taught himself it was during this time

Doesn't matter...Sasuke isa shinobi, he was bound to awaken MS at some point during his lifetime because a shinobi life is filled with trauma...Just like he awaken his sharingan during his fight with Haku as a genin, or Obito awakening his MS at a young age.As long as an Uchiha has the trait to awaken MS, and they live a shinobi life, they will get it eventually.
