It depends on the story being told, there is no set amount of pages that qualifies a one shot

Wikipedia and other sources said 15-60 on one chapter telling a side story to promote for example

I'm thinking it'll be 15 pages at most. The Boruto one shot from Mitsuki's perspective was 13 pages and the Day Naruto became Hokage One shot was 16....But the panels that were already leaked of the mitsuki one shot did show a lot of drama so it might be longer. Especially if they're going to explain how Mitsuki was born/created.
