If what Kabuto could do was close to what Oro could do max power with use of his arms then he's easily top 10, even it its a slightly weaker version of Kabuto+oro power.

Losing his arms really screwed him. He probably has knowledge of more jutsu than any other shinobi alive, but he cant use hand seals so he cant use many. Even without his arms he put up a damn good fight against 4 tailed naruto, which is quite the feat.

This is when he had no arms and was weakened because his body was starting to reject him....
