I cam imagine Kishi doing about 50 chapters on K11 travelling to Naruto, 50 chapters of Kages v Madara and then 100 chapters of Sasuke and Orochimaru walking to "the one who knows everything" then 150 chapters of them talking to "the one who knows everything" and then and only then do we see Tobis face.
