[Theory] How luffy becomes the strongest pirate

okay i've had a theory, a short one
the gorosei that luffy will fight has a copy ability, which can copy even devil fruit abilities. What if he copies every ability of each straw hat, and luffy has to beat them all (by this point they are the strongest crew to exist) to prove he is the strongest pirate.

That ability already existed. It was for a character Goda made in for the One Piece Premier Show 2012.

Compared to Naruto? Naruto can't scratch OP. I've seen/read lots of anime/manga but OP is just the best. Granted that the beginning is slow but each arc surpasses itself. And it's plot/story is the most diverse in all anime/manga history.
