I think the rules ay you can only make 1 thread per 10 minutes.They don't go through moderation.Once you click post thread it automatically post and everyone can see it.

^This guy however is correct. In certain sections, your posts and threads are moderated and need to be approved by a moderator. It's because you are a part of a probationary usergroup. It's to help keep spam down from spam bots and shit like that.
The length of time depends on when a moderator in the section you posted in is online and checks the queue of moderated posts.

There's no specific period of time it takes, not all mods check the Moderated Items queue. Anyways, I went through it and checked all threads, your posts are visible now.
