How long did Suna go with a Kage?

I can't find an answer anywhere, was hoping someone could help me out. When did Gaara become the Kazekage? One of the data books says he was a Chinin at 14, so does that mean Suna went 2 years without a Kage?

Yes, two years.

Gaara becomes Chunin at 14 and I don't think he became Kazekage at the same age so he must have become Kazekage at 15, as he is at the stat of Shippuden.
