Doesn't matter. Minato's speed doesn't give Itachi a chance to cast Genjutsu and we already saw that Amaterasu can be avoided by sheer speed. Sasuke was able to avoid Amaterasu for a while just using his Curse Mark. Minato is ridiculously more fast than Sasuke with Level 2 Curse Mark...

As for Totsuka Blade, Nagato and Orochimaru are the canon examples and they were both stationary. So as far as canon dictates, Totsuka is unable to hit anything moving, especially something teleporting.

Yata Mirror is a shield, and it really doesn't do much if Minato has put a seal on Itachi...Let's not forget that Obito had a 3 tomoe Sharingan *AND* knowledge of Minato's jutsu.

Minato is a sensor, so fighting without eye contact must be easy for him. He should even be able to sense the chakra molded by Itachi while him trying to cast a genjutsu or whatever if he is skilled enough

Sad thing is tsukuyomi is a close range jutsu. If you can give such evidence that Itachi can use Tsukuyomi 20-50 meters then your theory is possible. Fighting Minato within 20 meters range or less is suicidal.
